Website To-Do List

I wanted a Neocities site but I don't really know what to do, so I have this to-do list to track all of the goals I want to reach with this site.

In vague order:

Ideas I need for the theme:

Color scheme (background and foreground colors, font colors, header, etc.)
Fonts (headers, body text, subtitles, blabla)
Blobs, squares, or other shapes? How do I want containers to look? Do I want containers? What will my buttons look like? Lots of research on other Neocities will be done here
UI scale... I want this to look good on my CRT monitor, so should I make the buttons larger to make it easier to see, or do I make it small to maximize space and work under the idea that if you want stuff to be bigger, you can just zoom into the webpage? Second option might be the way to go.

Humanfinny has really nailed a Y2K/video game menu/Myspace/De Blob sort of design and it looks really nice.

Key design elements:

Each page has its own color, some electric and some pastel.
Fun sillhouetted graphics as backdrop for text
Each button to take you to a different section of the website has an icon, which are notably pixellated/low-res. Take note to save space.
Home page has little sections that act as sneak peaks for the other pages in addition to the navigation buttons on the top and left side.

WinAmp skins. I have a collection of these and they have that pixellated, skeuomorphic, legacy computer software style that I want to aim for.
Grungy designs... This is a wide range of possibilities.

Think of all these different designs:

Half Life box art. Take note of the nasty shitty textures and equations and rust.
eXistenZ cover art. MORE RUSTY TEXTURES... I want it.
Twelve Men. This is closer to what I want. Think of the gritty textures of the last two examples but toned way down to a level more like this. Look at the splatter in the background that is a slightly brighter orange than the space around it. The distorted duplicate text on the title. The scribbles behind one of the titles on the main page. Also, the logo on the landing page has several variations! The dithering gives it a slight MSPaint feel. Very nice. I want to do textures but more subtle like this page.
Lots of that "gaming orange". The orange used in this HTML editor, the orange in the f4mi logo, the orange used to backlight the Logitech G15 Y-UW92. The bright obnoxious orange used on that Twelve Men page I linked. That should be the color used to highlight buttons, important text, borders, and all sorts of accents on the home page (not to be confused with the landing page). Then, all of those orange bits will change to other colors on the corresponding headers and buttons and shit on other pages, like with Humanfinny's site.

Make light use of distortion in graphics and titles (see beams.co.jp)
Make use of HTML code AND file address naming conventions (e.g. C:\user\gapwood\file.txt as decorative text near a link leading to file.txt)
Repeating shapes...
The whole website should be heavy in Photoshopped graphics, with containers and UI elements being made partially in Illustrator.
In-browser music player a la WebAmp or the music player on the Sticky Fingers site. If I can figure out a way to embed the WebAmp player into my site, I might be able to have a feature to change skins... maybe even that ugly Mountain Dew skin that I downloaded.
